PROBLEM TO BE SOLVED: To provide a panoramic image creating device capable of efficiently creating a panoramic image in inexpensive configuration. SOLUTION: The output video signal of a video signal converter 4, the first field is stored through a switch circuit 72 into a memory 74 and fields after second one are supplied through a buffer memory 71 and the switch circuit 72 to the memory 74 for time waiting and written so as to deviate images corresponding to the value of a motion vector detected by a motion vector detector 33. Thus, plural images are successively stored in the memory 74 and one panoramic image can be synthesized as a while. Besides, the motion vector detected by the motion vector detector 33 contains a motion vector component based on camera shaking, this motion vector component is supplied to an SSG 34 and the reading position of a CCD 2 is controlled into direction for canceling the motion vector.
