PROBLEM TO BE SOLVED: To make eliminable a stage of thermal treatment by curing an applied layer formed of a thermo-setting resin excellent in dispersibility without thermally treating the layer and to enhance the efficiency and yield of manufacture by executing on-line curing with radiation. SOLUTION: This is a magnetic recording medium having an upper most magnetic layer provided on a non-magnetic substrate through a primary coated layer. In this case, the magnetic layer is simultaneously or successively applied on the primary coated layer during the primary coated layer is in a wet state. A binder material used for the primary coated layer is a radiation-curing resin and a binder material used for the magnetic layer is a thermo-setting resin and the magnetic layer contains a radiation-curing type monomer or oligomer having a molecular weight of 2,000 or less and a radiation-polymerizable functional group. After the primary coated layer and the magnetic layer are formed, coated film is irradiated with radiation to be cross-linked.
