PROBLEM TO BE SOLVED: To monitor management information concerning a base station and the management information concerning the internal processing of an exchange without using a plurality of monitoring devices by providing a signal collecting part for adding a base station identifier to a signal and for outputting it and a managing part for inputting an output signal of the signal collecting part and for displaying a part of or the whole of the output signal or the like. SOLUTION: The signal collecting part 135 adds a signal for identifying the base station 120 to be a transmission source (that is, the base station identifier) to a received signal and outputs it to a signal transmitting part 137. A call control processing part 136 controls a call control part 132 to execute switching or the like. The signal to be used for switching control of the processing part 136 is also outputted to the signal transmitting part 137. The part 137 transmits the signal inputted from the part 135 and the signal inputted from the part 136 to the managing part 140. The managing part 140 displays the part of or the whole signal inputted from the part 137.
