PROBLEM TO BE SOLVED: To enhance the image quality and to attain long time recording in conformity with the intention of photographing by changing a compression state of image data in response to a photographing mode. SOLUTION: A quantization circuit 209 and a variable length coding circuit 213 or the like apply intra coding and inter coding to image data and a recording medium 225 records the coded image data. A target rate setting section 229 decides a target recording rate of the image data in response to a photographing mode selected and set by a mode dial 107. A rate control section 201 assigns a target code quantity in response to various photographing modes according to the target recording rate. For example, in the case of a sports mode where the image quality is liable to degradation, the code quantity of the entire image data is assigned more than that in a normal mode to suppress degradation in the image quality.
