PROBLEM TO BE SOLVED: To evaluate fatigue according to an obtained maximum relative displacement and an earthquake equivalent repetition count calculated at plant design by providing a mechanism that can record the maximum relative displacement between the relative deformed members of a device. SOLUTION: When a load is applied to an elasto-plastic support device, the upper and lower ends of an X-shaped flat plate are relatively deformed, and the X-shaped flat plate is subjected to plastic deformation, thus absorbing the vibration energy of a connected piping system. Also, according to the deformation state, the relative deformation of the upper and lower ends of the X-shaped flat plate can be measured by measuring the relative displacement of a connecting block 10 and a stopper pin 15. A mechanism 16 is provided, where the mechanism 16 records the maximum value of the relative deformation of the upper and lower ends of the X-shaped flat plate that is the plastic deformation member of the device. When a projection is provided in the pin 15, and the relative deformation is generated at a part to the block 10, the block 10 is scratched, thus recording the maximum displacement of the upper and lower ends of the X-shaped flat plate. An index is considered in local stress obtained by design analysis for obtaining peak stress, and the allowance is determined by comparing the equivalent repetition count of the peak stress with an allowable repetition count obtained from a fatigue diagram.
