PROBLEM TO BE SOLVED: To provide a heating element capable of saving energy by reducing preheating time and power consumption, a fixing device, and an image forming device. SOLUTION: This fixing device (heating device) includes a fixing film (heat resistant film) 103, a heating element 102 and a heating element supporting member 101 for holding them. The heating element 102 of the fixing device has a ceramic substrate 130, and a resistance heating element 132 and a conducting pattern provided on at least one side of the ceramic substrate 130. A heat insulating layer 139 containing hollow spheres is provided on the surface of the ceramic substrate 130 making contact with the heating element supporting member 101.
