PROBLEM TO BE SOLVED: To prevent useless communication charging by allowing a user to recognize channel quality and interrupting a channel whose quality is deteriorated according to the recognition in the case that proper communication cannot be conducted due to the deterioration in the channel quality during setting of bulk communication or bulk communication. SOLUTION: In the bulk transmission, a data separation section 102 divides data with a transmission rate by two B channels specified is an ISDN channel network, the data are transmitted to the channel network through the two B channels, and a data synthesis section 110 synthesizes the data of the two B channels sent via the channel network similarly to the case with the transmission. A transmission section 111 transmits random pattern data through the two B channels, bit error rate measurement sections 112, 113 measure a bit error rate of the random pattern data of the two B channels sent via the channel network similarly to the case with the transmission and a bit error rate display section 114 displays the measured bit error rate for each of the two B channels.
