PROBLEM TO BE SOLVED: To obtain an image forming device excellent in environmental safety and capable of enhancing resolution and saving energy. SOLUTION: The inside of a ferroelectric substance belt 10 having a ferroelectric substance layer 10b on a surface is uniformly internal-polarized by giving a real electric charge -Q by the corona discharge of a corona discharging device 20 (a). Then, the belt is irradiated with a laser beam L by an image writing device, so that the internal polarization of an irradiated part H and the real electric charge are erased (b). Next, water-liquid developer in which water is used as carrier liquid and whose environment safety is excellent on a developing roller 42 is brought into contact with the ferroelectric substance layer 10b. Since the water-liquid developer is made conductive, the real electric charge on the surface of the ferroelectric substance layer 10b is neutralized and a latent image is given, and a toner particle T in liquid developer is simultaneously moved to the ferroelectric substance layer 10b by electrophoresis, so that the latent image is developed (c) and (d).
