PROBLEM TO BE SOLVED: To make a display freely regulatable in its height and angle by providing the above device with the display freely slidably or holdably in arbitrary positions and providing the device with the display freely turnably with respect to a housing shelf and holdably in the position of the arbitrary turning angles. SOLUTION: When the display 2 is turned clockwise, a shaft 10a connected to the display 2 turns in the same direction and a winding spring 10b wounded thus far around the shaft 10a expands so as to loosen, by which the display 2 is made turnable. When the turning motion is stopped, the display 2 begins to be turned in a counter-clockwise direction by its own weight and simultaneously the winding spring 10b is wound around the shaft 10a, by which the holding torque of a locking device 10 is generated and the display 2 is held in a desired position. When the display 2 is turned in the counter-clockwise direction, the operating force of an operator is added to its own weight and display 2 is made turnable by overcoming the torque of the winding spring 10b. When the turning motion is stopped, the display 2 is held in the arbitrary position by the holding torque of the locking device 10.
