PROBLEM TO BE SOLVED: To provide an instrument for measuring the number of parking vehicles in a parking lot, which has a small measurement error and is constituted at a low cost. SOLUTION: The instrument 109 for measuring the number of parking vehicles is provided with a parking measurement part 203, which measures the number of parking vehicles in a partial parking block of the parking lot in accordance with pictures from cameras 105 and 107, and ultrasonic sensors 101 and 103 which detect a vehicle leaving the parking lot and the vehicle entering the parking lot. On the basis of a measurement result of the parking measurement part 203 and those of ultrasonic sensors 101 and 103, a Kalman filter is used to estimate and display the number of vehicles existing in the parking lot.
