PROBLEM TO BE SOLVED: To sound an alarm surely only once at the preliminarily set time or at the time near it by a method wherein, eben in an operating-time changeover system, the target time and the sounding time are changed properly according to the changeover of the operating time. SOLUTION: The target time and the sounding time are set by the input of a user via a key input part 6. The target time and the sounding time are stored in a memory 9 so as to be retained. A control part 10 reads out a control program which is stored in the memory 9, and it controls a sound source part 15 so as to sound an alarm. In addition, an IC 7 for the time corresponds to a daylight saving time system, and it automatically changes over the operating time. The control part 10 resets the target time to the changeover time according to the daylight saving time system when the target time is situated in an extinct time zone in a day in which the target time is changed over to the daylight saving time system from the standard time. Inversely, the target time is reseat to a time zone after an overlapped time zone in which the target time zone is situated in the overlapped time zone in a day in which the target time is changed over to the standard time from the daylight saving time system. Then, the time in which the reset target time goes back by the postponement time is reset as the sounding time.
