PROBLEM TO BE SOLVED: To remove foreign matters existing between loaded bills in a stage before bill feeding to voluntarily recover them. SOLUTION: A device is provided with a bill slot 3 which is provided in the upper part of the front of a machine body and loads a group of bills with a upright posture, a feeding means 17 which is brought into contact with a bill placed on the rear side to the front of the machine body out of the group of bills loaded to the slot 3 with the upright posture and feeds them one by one, holding parts 19 which hold the lower end of the group of bills, a bill lower end support member 16 having an aperture part which is provided between holding part in order to drop foreign matters like coins existing in the group of bills, a pressing means 18 which is brought into contact with a bill on the front side of the machine body out of the group of bills placed with the upright posture to press and move the group of bills toward the feeding means, a foreign matter reception part 27 which is provided so as to face a part near the lower part of the bill lower end support member 16 and receives foreign matters like coins dropped from the aperture part, and a foreign matter recovery part 26 having a door 28 which is provided in the front of the machine body and opens and closes the foreign matter reception part 27.
