PROBLEM TO BE SOLVED: To provide incentive to a group or family to utilize a device by apply ing data showing the discount call tariff of a radio connection, when it is dis criminated that a call originating subscriber and a call incoming side subscriber are located inside a prescribed geographical area and have a prescribed relation. SOLUTION: When telephone subscriber 12 and 14 or the like originate/ terminate calls between the parties of various telephone numbers, it is discriminated by an exchange 401 or the like of an IXC network 41 whether a certain call is originated inside a prescribed geographical area. When the call is inside a prescribed area, the number of the call destination is compared with a number entered on a subscriber number list related to the caller. When the matched telephone number is discovered, data display showing the discount tariff of the radio call is applied and the radio call charge including the discount of the radio charge of the call satisfying conditions is calculated by a charge deciding system 72 and used for preparing an account addressed to the subscriber/client.
