The invention relates to liquid multi-phase substantially CFC-free cleaning agents that contain at least two continuous phases. The inventive cleaning agent comprises at least one lower aqueous phase I and one upper non-aqueous liquid phase II non-miscible with said aqueous phase. The two phases can be temporarily converted to an emulsion by shaking and contain an anionic and/or non-ionic surfactant. The inventive cleaning agents are used in a method for cleaning hard surfaces, especially glass. According to said method, the cleaning agent is temporarily converted to an emulsion by shaking, is applied, especially by spraying, on the surface to be cleaned in an amount of 1.5 to 10 g per m<2> and the surface is cleaned if necessary by wiping it with an absorbent soft object.
