<p>A transmission power controller measures SIR (signal-to-interference ratio) and controls the transmission power of a mobile station so that the measured SIR may agree with a target SIR. A fading detector (54) detects the fading pitch, and a compensator (56) corrects the target SIR based on the fading pitch. A command generator (57) provides and transmits a command for controlling the transmission power of the mobile station so that the measured SIR may agree with the corrected target SIR. A searcher detects the level of the signal arriving via various paths. A level detector (55) calculates the difference in level between the paths. A compensator (57) corrects the target SIR based on the level difference between paths.
