A car side speed governor for detecting overspeed of a car and a counterweight side speed governor for detecting overspeed of a counterweight are disposed in a machine room. A counterweight side speed governor rope is wound around the counterweight side speed governor. Both end portions of the counterweight side speed governor rope are connected to the counterweight so that the counterweight side speed governor rope is circulated in accordance with the up-and-down movement of the counterweight. When the lowering speed of the counterweight exceeds a preset value, the counterweight side speed governor rope is braked by the counterweight side speed governor to decelerate the counterweight. <IMAGE>
