PROBLEM TO BE SOLVED: To prevent accumulation of damp and moisture in a building or between an inner wall and an outer wall, by fixing and arranging a plurality of ventilation flow passages having an air supplying hole and an air exhausting hole for moving internal air, between two panel plates that are fixed and arranged in parallel with and away from each other via partitions. SOLUTION: A plurality of ventilation flow passages 4 are formed having opening ends and aligned so as to make internal air flow in a predetermined direction along a gap between an upper panel 2 and a lower panel 3 that are arranged in substantially parallel with and away from each other. Partitions 5 not only form these ventilation flow passages 4, but also contribute a structural strength of a permeable heat insulating material 1. By arranging the partitions 5 considering a compression illuminance of them, the ventilation flow passages divided by the partitions become cores. Circular hole ventilation portions 6 as air flow passages are formed on a partial surface of an entire surface of the upper panel 2, and slit-like ventilation portions 7 are formed on the upper panel 2 with 1-5 mm interval. Ventilation flow passages are provided in the lower panel 3 according to an installation position.
