PROBLEM TO BE SOLVED: To make it sure that a person who carries a mobile set listens to a message by preliminarily registering a message and its notification designation time to the nearest base station from the mobile unit, making a base station that corresponds to the location of the mobile unit output a call out and a voice to the mobile station at a designated time and also controlling that the mobile unit turns on power when the power is off. SOLUTION: A portable unit 1 operates a message feature by using a mobile unit feature of a portable telephone system, transmits to a base station and registers a message and a notification designation time. The notification designation time that is stored by a message notification time storing part 13 is compared with a current time of a time part 14, the ON/OFF of power of a device of its own is decided and the portable unit l is made in an operating state. The base station confirms whether a message notification time that is held and the current time coincide or not and when the current time becomes the message notification time, the base station makes call out to the portable unit and sends a message after the portable unit enters communication.
