PROBLEM TO BE SOLVED: To facilitate cleaning of the ionizing part by making the ionizing part and counter electrodes separable when the ionizing part is cleaned. SOLUTION: Ionizing wires 15 and counter electrodes 13 are made to be a separable constitution. Concretely, an ionizing part (an ionizing and dust collecting unit) is formed by a main frame 11 and a sub-frame 12 and the sub- frame 12 is removably constituted to the main frame 11. In addition, the counter electrodes 13 are arranged on the main frame 11 and the ionizing wires 15 are stretched on the sub-frame 12. Therefore, there exists no possibility of cutting the ionizing wires during cleaning and cleaning can be well performed.
