PROBLEM TO BE SOLVED: To obstruct the generation of a V-notch, and to prevent erosion on the downstream side while accurately controlling the quantity of discharge. SOLUTION: The roof weir made of the flexible membrane undulates a bag body 1 laid, crossing over a river R by supplying and exhausting air. Rigid reinforcing materials 11, 12, 13 are fixed to a top section and the upstream side and downstream side of the bag body 1 under the upstanding state of the bag body 1 respectively at that time. The reinforcing material 13 on the downstream side is positioned near the waterline D of overflow water W, and the reinforcing material 12 on the upstream side is arranged at the symmetric position of the reinforcing material 13 on the downstream side, holding the reinforcing material 11 at the top section. An indentation at the top section of the bag body 1 is inhibited by the reinforcing material 11 and bulges on the upstream side and the downstream side of the bag body by the reinforcing materials 12, 13, and the generation of a V-notch is prevented surely by these interaction.
