PROBLEM TO BE SOLVED: To provide an elastic paving material having excellent elasticity and durability and effective for reducing the noise and provide a paving method having excellent workability. SOLUTION: The elastic paving material is composed of (A) an organic polyisocyanate such as tolylene diisocyanate, (B) a hydroxy-terminated prepolymer produced by the modification of a silane coupling agent with an active hydrogen compound, (C) a t-amine catalyst such as triethylamine, (D) rigid aggregate such as crushed stone and (E) elastic aggregate such as polyurethane rubber. The elastic paving material is mixed by a mixer, spread on a roadbed, leveled its surface and exposed to air to form a paved road.
