PROBLEM TO BE SOLVED: To provide a new structure of horizontal hanging clamp which can carry out the work to hang up, carry, and hang down a spread iron plate, in paticular, safely and efficiently, while maintaining the horizontal condition consistently. SOLUTION: A main body 1 having an almost horizontal steel plate receiving surface 2 and an opening in the almost horizontal direction at the upper side of the steel plate receiving surface 2; a cam 5 connected rotatable to the main body 1 at the upper side of the opening 3, and having an engaging tooth 8 which can appear and disappear to the opening 3 at its front end; a ratch member 7 which can take the lock position to maintain the cam 5 in a fastening condition to allow to clamp a hanging baggage which is inserted to the opening 3 by projecting the engaging tooth of the cam to the opening by the cooperation with the steel plate receiving surface of the main body, and the unlock position to allow to rotate the cam; a drawing spring 10 hung between the cam and the ratch member; and an operation means 12 to convert between the lock position and the unlock position by operating to rotate against the energizing force of the ratch member drawing spring 10; are provided.
