PROBLEM TO BE SOLVED: To provide a higher composition composed of a combination of active components of propolis each having excellent physiological activities and extracted by various extraction methods having different extraction ranges and to utilize the components as a food for promoting the human health. SOLUTION: This invention provides two production processes comprising a process to combine an active component of propolis extracted by ethanol extraction and water extraction with an active component of propolis extracted by supercritical carbon dioxide using an edible rapeseed oil extracted with supercritical carbon dioxide to obtain a higher and uniform liquid or jelly dispersion and a process to subject the above three kinds of propolis extracts to the addition, heating, stirring and drying treatments under specific condition and order and obtain a further highly and uniformly dispersed dried powder.
