PROBLEM TO BE SOLVED: To provide a surface protection function without losing a humidity conditioning function by forming a protective layer having no water absorption in a region with an area less than a specific value on a surface of a humidity conditioning material body having small holes capable of absorbing and releasing steam. SOLUTION: A protective layer with no water absorption formed on a surface of a humidity conditioning material body having small holes capable of absorbing and releasing steam is formed in a region with an area not more than 90% of this humidity conditioning material body. A maximum thickness of this protective layer is not more than 300μm. In addition, the protective layer is formed so that a humidity conditioning function is kept not less than 80% of the humidity conditioning material body. When the protective layer is formed on the surface of the humidity conditioning material body, an absorbing/releasing rate becomes slightly low. However, an absorbing/releasing capacity hardly changes, and a function as the humidity conditioning material body is not lost. Since the protective layer exists on the surface of the humidity conditioning material body, dirty such as finger-marks hardly adhere to it to keep the surface clear.
