PROBLEM TO BE SOLVED: To prevent the volatilization or diffusion of harmful matter from fly ash and consequently to efficiently decompose and remove the harmful matter at the time of treating the fly ash containing harmful matter discharged from a refuse incineration plant by granulating the fly ash and heating the granulated fly ash at a specified temp. SOLUTION: When the fly ash discharged from a refuse incineration plant, especially the fly ash containing such harmful matter as polyhalide compounds such as dioxins, heavy metals, etc., is treated, the fly ash is granulated, and the granulated material is heated at 250 to <400 deg.C. Consequently, the volatilization of the polyhalide compounds in the granulated material is prevented, and the compounds in the granulated material are efficiently decomposed and removed. Otherwise, a heavy metal fixative is added to the fly ash and mixed, the admixture is granulated, and the granulated material is heated at 250 to <400 deg.C, preferably at 300 to <400 deg.C. Phosphoric acid or a phosphate such as sodium phosphate is exemplified as the heavy metal fixative.
