PROBLEM TO BE SOLVED: To provide a process for preparing a raw material for phosphor, which can recover and reutilize the reaction mother liquor having undergone reaction and shows a high rate of Ba utilization, a process for preparing a stimulable phosphor, and a radiographic image conversion panel. SOLUTION: The process for preparing a phosphor raw material comprises a mother liquor preparation step comprising reacting a hydrogen halide with barium carbonate in water to prepare a reaction mother liquor containing a barium halide, a precipitate formation step comprising adding ammonium fluoride to the reaction mother liquor to form a precipitate of a barium halide fluoride by reaction, a precipitate separation step comprising separating the precipitate of the barium halide fluoride formed in the precipitate formation step to obtain the phosphor raw material of the barium halide fluoride, and a recovery step comprising adding ammonium carbonate to the reaction mother liquor after separating the precipitate of the barium halide fluoride to precipitate by reaction barium carbonate, which is then recovered.
