PROBLEM TO BE SOLVED: To remarkably reduce the number of transmitters, spare transmitters, and an installation cost and a maintenance cost. SOLUTION: A control section IU is constituted of plural track ciruits 1T-8T. Train trace information K0 is supplied respectively to plural transmitters 61-63 to be decoded. Each of the plural transmitters 61-63 recognizes a train to be controlled by itself out of trains going into the control section, selects the track circuit where the train to be controlled by itself exists out of the plural track circuits 1T-8T, and generates an ATC signal corresponding to signal indication of the selected track circuit to supply the ATC signal to the selected track circuit.
