PROBLEM TO BE SOLVED: To obtain excellent adhesive properties with a base material filler after high temperature hot water treating with a top coating layer by forming an easily adhesive layer made of a water soluble or water dispersible resin and a polycarbodiimide resin of specific amounts. SOLUTION: As a water soluble or water dispersible resin applied to a constituting component of a primer layer, a water soluble or water dispersible urethane resin or a water dispersible polyester resin is preferred. As this resin having this properties, various type polyurethane resins, a polyurethane polyurea resin and their prepoplymers or the like are used. It is preferable in an improvement in wettability of a base material film to add a surfactant to the resin for constituting the primer layer, and its effect is performed by about 0.01 to 0.1% to a total amount of the component. When a constituting ratio of a water soluble resin I to a polycarbodiimide resin II is set to I/II=80/20 to 70/30 (by weight), excellent hot water resistance is performed in adhesive properties between a polyester film and a top coating layer.
