PROBLEM TO BE SOLVED: To provide a method for manufacturing a facing material covering inorganic fiber heat insulating material with good productivity, which dispenses with a large opening part, hardly causes scattering of fibers when handling, and permits air to circulate in compression packaging. SOLUTION: The surface and back of an inorganic fiber mat 11 and both sides thereof along the long side are covered with facing materials 13, 14, the surface side facing material 13 and the back side facing material 14 are extended from both end parts in the long side direction of the inorganic fiber mat 11 and made adhere by adhesives different in bonding strength, both end parts in the long side direction of the inorganic fiber mat 11 are also covered with the facing materials 13, 14, the inorganic fiber mat 11 and the facing materials 13, 14 and the facing materials 13, 14 are made adhere overall in the short side direction of the inorganic fiber mat 11 by adhesives different in bonding strength, the inorganic fiber mat 11 is cut at the adhering parts of the facing materials 13, 14 extended from both end parts in the long side direction, and in compression packaging, only the adhering parts of the facing materials 13, 14 having low strength are separated to form a circulating port for air.
