PROBLEM TO BE SOLVED: To simplify processing of a vibration damping tube and to reduce size and weight as the number of assembly processes is decreased. SOLUTION: In this vibration control damper 10 with a pre-load, a return spring 41 on the push side is situated at the periphery of a piston rod 12 at the external part of a damper tube 11, and a return spring 42 on the pull side is situated at the first oil chamber 14A of the damper tube 11.
