PROBLEM TO BE SOLVED: To provide a stirring and mixing method of a lining material and an accelerating agent and its device for adding the accelerating agent to the lining material quickly and uniformly in a vertical shaft inner wall lining device for lining the quick setting lining material added with the accelerating agent to the lining material and stirred and mixed on the inner wall of a vertical shaft drilled by a centrifugal projection impeller. SOLUTION: An accelerating agent (b) is fed in an injection state to the upper end side of stirring and mixing means 9, 10 provided in a stirring cylinder 3, is received by a scattering and adding impeller 11, is scattered by centrifugal force in a dispersed state from vanes rotated at a high speed to the outer periphery side of the stirring cylinder 3, and is added to a lining material (a) of a small lump shape dropping in the stirring cylinder 3. The mixture is stirred and mixed by the stirring and mixing means 9, 10 rotated at a high speed in the stirring cylinder 3. A quick setting lining material (c) dropping on a centrifugal injection impeller 12 rotated at a high speed directly below the stirring cylinder 3 is projected by centrifugal force to the inner wall face of a drilled shaft.
