PROBLEM TO BE SOLVED: To stabilize a flow of combustion air mixed with fuel to stably operate a gas turbine, in a load operation state in a full opening of a combustion air flow control mechanism for a gas turbine combustor. SOLUTION: In this device, a servo pack 4 controlling an opening of a combustion air flow control mechanism controlling a flow of a combustion air of a gas turbine combustor 3 through a combustion air flow control mechanism drive device 1 can be switched between proportional-plus-integral control and proportional control with a drive device operation command signal 12 as input wherein the drive device operation command signal 12 is a deviation between a combustion air flow control mechanism control position signal that is a target amount and an operation position signal that is an actual measurement. The device is provided with a signal monitor 11 detecting whether or not an operation state of the gas turbine combustor 3 is a load operation state in an full opening of the combustion air flow control mechanism, and outputting a region decision signal, and a control change-over relay 10 switching the control of the servo pack 4 to the proportional control when the region decision signal shows the load operation state.
