PROBLEM TO BE SOLVED: To provide a shutter device with an entrance/exit capable of omitting an intermediate sash bar over the whole width of a shutter curtain or a member similar to the intermediate sash bar and to provide a manufacturing method for the shutter curtain. SOLUTION: This shutter curtain 2 opened or closed is provided with a curtain basic member 15 made of a fire-resistant sheet, an escape port 16 serving as an entrance, and a closing member 17 made of the fire-resistant sheet to openably close the escape port 16. The upper side section of the closing member 17 is directly connected to the curtain basic member 15 by a sewing section 19 to fit the closing member 17 to the curtain basic member 15.
