PROBLEM TO BE SOLVED: To effectively reduce moment working to a breakwater body. SOLUTION: The breakwater 11 is installed on a coast section so as to partition the inside of a bay and the open sea and prevents the intrusion of waves to the inside of the bay. Opening sections 12a are formed to a wall surface being positioned in seawater and facing the open sea and ejection ports 12b to a wall surface being positioned at sections upper than seawater and facing the inside of the bay respectively. These opening sections 12a and the ejection ports 12b are communicated by pipe lines 12c. Ducts 13 in which diameters are shrunk towards the opening sections 12a from the open sea are mounted in front of the opening sections 12a as required. Accordingly, moment working to the breakwater can be reduced effectively by ejecting seawater from the inside of the bay of the breakwater by utilizing the energy of a tunami when the tunami is generated.
