摘要 PURPOSE:To obtain video encoding device and method, a video decoding device and an optical disk capable of improving picture quality by allocating the number of codes corresponding to a video signal in the case of executing variable length compressionencoding processing for the video signal and uniforming picture quality. CONSTITUTION:A function estimator 112 estimates a function from the number of codes for N provisional quantizing parameters in relation to a function expressed by b=f(q, 5) (j is a natural number) based upon a quantizing parameter (q) and the number of codes b(j) in a period t(j). A number-of-codes allocator 113 allocates the number of codes bt(j) in each period t(j) by using the function estimating the prescribed number of codes BT allocated in a period T (=nXt: n is a natural number) and an estimated quantizing parameter qt expressed by bt (j)=f(q(j), j) is outputted to a quantizer 10b. A video signal at the period t(j) is quantized/encoded again by using the estimated quantizing parameter qt (j).
