PROBLEM TO BE SOLVED: To accurately punch and form an image frame part on a mask sheet and to surely recover punching chips by sucking the chip, and further forcibly dropping the chip and also recovering the chip to an accumulation part through air flow in the case of punching and forming the image frame part on the mask sheet. SOLUTION: As soon as the image frame part is punched from a 1st continuous member 50 through 1st and 2nd punch dies 160 and 162, the chip 164 is sucked by a suction pad 232 constituting a sucking carrying mechanism 166. Next, the chip 164 is forcibly lowered by lowering the pad 232, abuts on a support member 234 in the middle of the lowering thereof, and is fed to a recovery mechanism 170, and further carried to an accumulation chamber 168 under the action of an ejector means 242. Thus, the chip 164 punched from the member 50 is surely recovered to the chamber 168. Especially, the chip 164 is surely prevented from adhering to the member 50 or other members due to static electricity or the like.
