PROBLEM TO BE SOLVED: To provide a method for forming a transparent reflection layer of metal compound on the surface of resin without damaging the resin itself, a method for manufacturing a hologram forming body with the transparent reflection layer having improved material characteristics such as tight adhesion with resin and reflection, and heat resistance and durability without affecting the fine projecting and recessing parts of the hologram formed on the surface, and to provide the hologram forming body by introducing the method. SOLUTION: As for the method for forming the transparent reflection layer and the fine projecting and recessing parts 2 on the surface of resin base material, the organic metal compound is diluted with a prescribed amount of solvent so as to be applied on the surface of the resin base material, and then, the transparent reflection layer constituted of the metallic oxide of the metal compound is formed on the resin surface, and before/after forming the transparent reflection layer, the fine projecting and recessing parts 2 are formed on the resin surface, in this case, coating is executed by introducing a normal coating technology, then, the failure of the hologram due to various thermal damages caused in the case of introducing a vapor deposition method is prevented.
