This measuring instrument 1 is arranged in the tangential direction of the measurement point on the track of the load head part. The Doppler signal component of the received reflected wave is sampled, sampling data having difference absolute values below a specific value between the Doppler signal component and Doppler signal components sampled before and after the sampling are sent to a data specification part 32 to specify the data having the highest frequency, and the head velocity of the bat is measured from the specified frequency data.
