PROBLEM TO BE SOLVED: To reduce members used in a cleaning device, to miniaturize the cleaning device and to lower a manufacture cost by supplying charges to a cleaning member so as to be provided with the charges of a polarity opposite to a charged developer at a position near the member to be cleaned and be provided with the charges of the same polarity as the developer at the other positions. SOLUTION: The charges are supplied to the cleaning member so as to be provided with the charges of the polarity opposite to the charged developer at the position near the member to be cleaned and be provided with the charges of the same polarity as the developer at the other positions. In this device, toner carried by a photosensitive body is attracted and stuck to the surface of a rotary cylinder 21 where the negative charges of the opposite polarity are supplied, however, since the rotary cylinder 21 is rotated, the toner stuck to the rotary cylinder 21 is carried by the rotary cylinder 21 to the position where electrodes 23 and 24 are provided. Then, at the time of reaching such a position, since positive charges are added to the surface of the rotary cylinder 21, the toner charged to the same polarity is electrostatically discharged from the rotary cylinder 21.
