PROBLEM TO BE SOLVED: To make detectable daily behavior of an elderly person based on his/her life and habit and to make transmittable information on it in a system for remotely confirming his/her safety. SOLUTION: As a transmitter 1, a transmitter main body is provided with a video camera 2 for photographing a surrounding situation and a sound concentrating microphone 3 for collecting voice and has a pocket for housing an ignition device. By taking out the ignition device from the pocket or housing it in the pocket, it functions as a switch, thereby the camera 2 and the microphone 3 operate to start communication of video information and voice information through a receiver 4. Further, as the receiver 4, a communication equipment for receiving information sent through a communication line is provided and a display 5 for displaying received video information and a speaker 6 for reproducing voice information are provided. Then, a device for confirming and reporting the behavior of an elderly person living alone, etc., consisting of the transmitter 1 and the receiver 4 is constituted.
