PROBLEM TO BE SOLVED: To provide a video and audio data recording and reproducing device that a state for generation by data stored before the occurrence of power interruption is kept by starting the writing of data in a data storing device in accordance with management data of a file system and releasing the setting of a flag at the point of time when the writing is completed. SOLUTION: Video and audio data are inputted by an input/output means 1201 and encoded by an encoder 1202. A flag is set when encoded video and voice data are stored in a storage means 101 and the flag is released when the data are recorded in the data storing device 1205. Then the existence of data which are not stored in the device 1205 among data in the storage means 101 is recognized in the case or recovery after the power interruption and also writing is executed in the device 1205 with date for the portion of integer times of an ECC block size. Then reproduction over the ECC block size is executed when video and audio data are reproduced after recovery from power interruption.
