PROBLEM TO BE SOLVED: To make components yield improved and a cost reduced by controlling the layer thickness of a developer without accurate control of a gap between a developer carrier and a developer controlling member in a developing device capable of self controlling toner density and an image forming device provided with the above developing device. SOLUTION: This developing device makes the layer thickness of the developer 22 thicker by making the napping of magnetic carriers 22a on the above section larger by constituting the device so that a magnetic pole (pole P3) of a developing sleeve 15 is located at a section opposite to a doctor blade 23. Since the gap between a pre-doctor 23 and the developing sleeve 15 can be set relatively large in this way, the layer thickness of the developer 22 can be controlled without accurately controlling the gap, and components yield improvement and cost reduction can be attained.
