PROBLEM TO BE SOLVED: To provide a monitoring device for a disaster preventing system, by which a measure against the occurrence of fire and the using method of extinction facility can be obtained without taking much time. SOLUTION: When 'simulation' is selected with a mouse 5, a monitoring device 1 reads first message data of a first storage means 2c and displays an explanation sentence showing an extinction measure method on the window of the screen of a display device 3. When 'detailed explanation' is selected in the display of the explanation sentence, a moving picture corresponding to the content of the explanation sentence is read from first moving picture data in the first storage means 2c and it is displayed on the window. When 'handling explanation' is selected by the mouse 5, the using method of the device and the using method of extinction facility are displayed on the screen as menus. When one of the methods is selected, the explanation sentence corresponding to the selection is read from second message data in a second storage means 2d and it is displayed on the window of the screen. When 'detailed explanation' is selected in the display of the explanation sentence, a moving picture corresponding to the content of the explanation sentence is read from second moving picture data in the second storage means 2d and it is displayed on the window.
