PROBLEM TO BE SOLVED: To evade a decrease in the operation performance of a monitor by setting longer time intervals of monitoring operation for specific relative resources which are monitored by using a specific resource only when the user state of the specific resource exceeds a predetermined use rate. SOLUTION: A monitor operation control table 9 has as records all specific resources that a resource use state monitor part 2 uses to monitor respective resources. The monitor operation control table 9 is given use rates for every resource and a monitor process control part 3 judges whether a degenerative operation is started from whether or not the resource use rate of resource use state report information 12 from the monitor part 2 exceeds the specific use rate. Only when the resource use rate exceeds the specific use rate, time intervals of monitoring operation for respective specific relative resources are made longer and the degenerative operation is started.
