PROBLEM TO BE SOLVED: To hold a mounted flag to a specified direction in an ordinary state without the impairment of the flag and without the occurrence of a fall or failure by wind by horizontally turnably mounting a cross bar to the front end of a pole via its base end side and providing the cross bar with a spring for resting the turned cross bar to its home position. SOLUTION: The base end side of the cross bar 2 is fixed to a cross bar holding member 4 rotatable with respect to the pole 1 (supporting member 3). On the other hand, the coil spring 7 is detained on one end side to the supporting member 3 integral with the pole 1 and is detained on the other end side to the cross bar holding member 4 via a spring detaining fitting 6. This coil spring 7 restrains the cross bar 2 to a prescribed position unless the cross bar 2 receives the external force of some intensity by the wind or the like. Even if the cross bar 2 is turned by the wind or the like, the turning range of the cross bar 2 is regulated and when there is no more external force, the turned cross bar 2 is rapidly reset to the home position.
