PROBLEM TO BE SOLVED: To obtain a signal conversion method and a system that can conduct more sophisticatedly complicated encryption or decoding, that is, encryption or decoding with high immunity with a simple system configuration. SOLUTION: An encryption processing section 110 conducts encryption by converting a received two-dimensional image signal into a linear image signal by using a correspondence relation between a linear angle resulting from quantizing an incident ray and a quantized two-dimensional coordinate of a reflected ray in a light reflection device 10 where a locus of the reflected ray on the two-dimensional coordinate plane receiving the reflected ray from the light reflection device 10 is uniquely decided when the incident ray onto the light reflection device 10 is linearly scanned. Furthermore, a decoding section 120 conducts decoding by converting the receiving linear image signal into the two-dimensional image signal by using the above correspondence relation.
