PROBLEM TO BE SOLVED: To restrain erroneous emission of an EL panel by maintaining a dummy pattern part in fixed electric potential via a wiring plate and a driving circuit. SOLUTION: A wiring plate B encloses plural strips of copper foil 150, 160, 170 in an insulating film 140. The copper foil 170 is connected at one end to a dummy pattern part 130 of an EL panel Pa, and the copper foil 150, 160 are respectively connected to a scanning electrode driving circuit 180 and a data electrode driving circuit 190 for constituting a driving circuit D. The driving circuit D is grounded by a grounding terminal G, and the other end of the copper foil 170 is connected to the grounding terminal G, so that the dummy pattern part 130 is grounded. When impressing voltage on the driving circuit D, a flowing current flows to a grounding line by passing through the dummy pattern part 130 and the grounding terminal G, and does not flow in a capacitor in the circuit, so that a picture element corresponding to the capacitor does not emit the light to prevent erroneous emission.
