PROBLEM TO BE SOLVED: To ensure that the content of conductive fiber has a continuous gradient in the direction of thickness by adding a specific quantity of the conductive fiber with inorganic fiber. SOLUTION: It is preferable that glass fiber is used as inorganic fiber and that carbon fiber is used as conductive fiber. The content of inorganic fiber to an inorganic fiber web can be adjusted within a range of 2-40 wt.%. Since the dropping speed thereof is different onto a cotton collecting conveyor belt 2, however, the correlation between input and content must be grasped. A manufacturing line comprises a cotton collecting chamber 1, a cotton collecting conveyor 2 having atmosphere suction holes 7 installed in the cotton collecting chamber 1, a spinning machine 3 placed above the cotton collecting conveyor 2, sprayers 4 for phenolic resin as thermosetting binder, a spray 5 for carbon fiber as conductive fiber, and the like. The sprayers 4 are directed to the underside of the spinning machine 3, and the spray 5 is directed to the cotton collecting conveyor 2.
