PROBLEM TO BE SOLVED: To realize a method and a device for picture processing which scarcely degrade picture quality even when subjecting picture data from which color information is separated to resolution conversion processing or compression processing and which transmit or store a picture with a higher picture quality and a high compression rate. SOLUTION: When picture data is inputted, character line drawing information is extracted to a separation information plane by a selection data generation part 2 after picture data are transformed to a prescribed color space by a color space transforming part 1. In a picture control data generation part 5, the separation information plane is referred to in order to generate picture control data which controls the color switching position of the character line drawing. This picture control data and the separation information plane are used to separate the color information of the character line drawing part to a character information plane by using a plane generation part 6. At this time, the color information of the character line drawing is switched in a position as far from the edge as possible by using picture control data. Even if color is degraded in the color switching part by resolution transformation or compression processing, it has no influence upon the character line drawing.
