PROBLEM TO BE SOLVED: To reduce a cost, shorten a time for temperature rise and extend a life. SOLUTION: A heating roller for use in a toner fixing device has a resistance heating sheet 20 pasted to the outer periphery of a metal element pipe 10 of aluminum, iron or the like and a heat shielding layer 21, an insulating layer 22, a resistance heating element layer 23, an insulating layer 24 and a metal sheet 25 as a separative layer stacked in ascending order. The lower face of the heat shielding layer 21 as the lowermost layer contacts the metal element pipe 10 while the upper face of the metal sheet 25 as the uppermost layer is exposed. Commonly used material for the heat shielding layer 21 is heat resistant material capable of permeating air, including a non-woven cloth, a felt and the like.
